Установлен на мысе Лапинеми на западном побережье Латвии между портами Лиепая и Паланга (см. рис. на с. 159). Маяк построен в соответствии с 16-летним (1875—1891) планом постройки и переоборудования береговых и плавучих маяков Российской империи. Вначале назывался Папензее по имени деревни, близ которой расположен. Позднее был переименован в Пограничный, так как находился вблизи границы с Пруссией, которой до 1923 года принадлежали земли южнее Мемеля (Клайпеды). Когда-то на мысе Лапинеми была построена башня, служившая для мореплавателей дневным ориентиром. Она так и называлась Башня Лапинеми.
