Evidence-backed collaboration case

For a bounded case, include the object or question; who needs the outcome; the organisations or source holders involved; the evidence gap; the intended result; and any known rights or access constraints.

A collaboration case records an attributed evidence process. It does not create a new collection, transfer authority, or deploy a partner file repository.
